Goodwill to Manage, Support Single Soldier Housing in HI under New Contract

Goodwill Industries® of Hawaii (Honolulu) won a first-of-its-kind contract from the U.S. Army. As part of the First Sergeants’ Barracks Initiative (FSBI), the Goodwill® will provide housing management and support services at five military installations at the U.S. Army Garrison Hawaii. Fifty-nine full-time employees will be hired under the $4.2 million one-year, unrestricted award. During the year, the agency will work closely with NISH and the Army to have this contract set aside on the federal procurement list.
“This will double the size of our contract services division and has some excellent potential for growth to other regions in the future,” said the Goodwill’s President and CEO Laura Robertson.
The FSBI aims to improve the quality of life for single soldiers. Under this program, single soldier barracks are run similar to apartment complexes and other rental properties. Additionally, FSBI contracts allow for smooth transitions and continued maintenance during soldiers’ deployment. The Army plans to operate similar contracts at other facilities across the United States.
Responsibilities that fall under the Goodwill’s contract include:
- Room assignments and terminations.
- Inspections.
- Minor room maintenance.
- Data entry and reporting functions.
- Common area custodial and grounds maintenance.
The Goodwill worked closely with NISH and local industry experts to develop the services it will offer. NISH Pacific West Region staff met with Goodwill professionals in Hawaii for 10 days to fine-tune and secure the contract.
“We realize the importance of success on a contract of this magnitude, especially since it may well serve as a template for other activities across the U.S. in the near future, not to mention opportunities for other Goodwills,” Robertson said.
