Independence from Public Assistance

Goodwill works in partnership with community businesses to provide opportunities for individuals to become successfully employed and retain their jobs. Our program specialists work closely with participants to provide career development, training and job placement for individuals and families receiving public assistance. Participants develop vocational and social skills through a combination of occupational skills training, pre-employment training, job coaching, and practical work experience.

First to Work
Temporary Assistance to Other Needy Families (TAONF)
Aiea, Honolulu (Oahu), Hilo (Hawaii), Kahului (Maui)
TAONF provides employment related services and support to two-parent U.S. citizen households and all non-U.S. citizen household (single and two-parent) receiving welfare to enter or re-enter the workforce.
Vocational Rehabilitation
Honolulu, Waipahu (Oahu), Hilo (Hawaii), Lihue (Kauai)
Vocational Rehabilitation provides employment services to individuals who have a temporary disability and are unable to meet the federal work requirements for those on financial assistance. Services include enhancing life skills, building self-confidence and self-esteem. Program participants benefit from community resources, vital work experience and health care tracking.
Up Front Universal Engagement
Honolulu, Kapolei, Hilo (Hawaii), Kahului (Maui)
The Up Front Universal Engagement program is an intensive job readiness program designed to support employment and eliminate the need for clients to enter the welfare system.
SEE Hawaii Work (SEE)
Statewide

Goodwill’s Supporting Employment Empowerment (SEE) program is a subsidized employment program that assists Hawaii’s employers with their employment needs by pairing them with public assistance recipients in federally funded work programs. The SEE program provides on-the-job training opportunities and additional support services for both employer and employee.
SEE employers are reimbursed for employee wages at a rate equal to state minimum wage plus 50-cents for each additional dollar per hour paid over the minimum wage, and 14% of the total subsidized wages to cover employee-related expenses for up to one year. In return for subsidy, the employer provides an on-the-job mentor for the SEE trainee.

Supplemental Nutrition Assistance Program Employment and Training (SNAP)
Oahu, Maui County
The SNAP program assists able-bodied food stamp recipients find unsubsidized employment through job readiness training. Other support services include participant reimbursement to cover work-related expenses and child care.
